Chelsea Pearce picked up first prize at the West Bay Sea Angling Cub's Frank and Peggy Daw memorial Trophy.
The juniors fished off the east pier on Saturday, July 20, despite some horrendous weather which had put a few people off.
However, eight hardy anglers turned out to fish and kept a steady stream of fish coming to the scales through the persistent rain.
The competition finished half an hour early due to the wind picking up and the rain setting in but Chelsea claimed overall top spot with 258g and made a clean sweep in all the categories.
She won first fish (24g Pout), smallest fish (5g Shanny), heaviest round fish (79g Corkwing), heaviest flat fish (33g Flounder) and most fish (11).
Species caught throughout the day were Tompot, Shanny, Corkwing Wrasse, Pout, Pollack and Flounder.
A spokesperson for the event said: "It was good to welcome some new faces and see most of the regulars back out fishing.
"Chelsea Pearce has been coming for a long time and putting in the effort and it was really good to see it all pay off in fine style with a clean sweep for her today,
"She was also incredibly close to landing a cracking Bass of around 4lbs that came off just at the net.
"I’d like to thank Norman Stokes for sticking it out in the rain and helping people to get on the fish, also Richard 'Tiny' Daw for manning the scales and the generous donations of prizes and tackle vouchers,
"Angling centre west bay for all their help as ever with tackle and bait, also Devon Baits for the donation of quality frozen bait."
