HIGHWAYS AGENCY - A35 TRUNK ROAD (PENN, NEAR CHARMOUTH)

A35 TRUNK ROAD (PENN, NEAR CHARMOUTH)
TEMPORARY PROHIBITION AND RESTRICTION OF TRAFFIC
NOTICE IS HEREBY GIVEN that the Secretary of State for Transport intends to make an Order on the A35 Trunk Road (“the A35”) at Penn near Charmouth in the District of West Dorset in the County of Dorset and the District of East Devon in the County of Devon, under Section 14(1)(a) of the Road Traffic Regulation Act 1984, because works are proposed to be executed on that road.
The effect of the Order would be to:
(a) impose a temporary mandatory 50 miles per hour speed limit on both carriageways of the A35 at Penn from a point 50 metres west of the centre of its junction with Elsdon’s Lane to a point 650 metres east of the centre of that junction;
(b) authorise the closure of the westbound carriageway of the A35 Trunk Road over the same length as described at (a) above and the operation of a contra flow on the eastbound carriageway;
(c) authorise the closure of the eastbound carriageway of the A35 Trunk Road over the same length as described at (a) above and the operation of a contra flow on the westbound carriageway;
(d) prohibit traffic from entering or leaving the A35 at its junctions with Elsdon’s Lane and Lyme Hill.
These measures would be in the interests of road safety while contractors carry out carriageway repairs and resurfacing works.
Access to and from premises that are accessible from and only from the A35 would be maintained during the works.
The Order would come into force on 24 September 2011 and have a maximum duration of eighteen months. However, it is expected that the works would start on or after 26 September 2011 and be completed by 28 September 2011.
The restrictions would not apply to emergency service or special forces vehicles.
During the prohibition of turning movements described at (d) above, traffic wishing to turn into Elsdon’s Lane would be diverted to travel west to Scott’s Lane where it would turn to travel north to its junction with the B3165. Traffic would then turn right and travel west on Monkton Wyld Lane to reach Elsdon’s Lane. Traffic wishing to join the A35 from Elsdon’s Lane would follow this diversion in the reverse direction to reach the A35.
Traffic wishing to join the A35 from Lyme Hill would be diverted south to the junction with the A3052 and then east on the A3052 to join the A35 at the roundabout junction. Traffic wishing to turn into Lyme Hill would be diverted from the roundabout junction with the A3052 to follow this diversion in the reverse direction to reach Lyme Hill.
The temporary mandatory speed limit, carriageway closures, prohibition of turning movements, contra flow and diversion routes would all be clearly indicated by traffic signs throughout the works period and would only apply when traffic management measures are in place.
